Despite a growing sense of urgency among the public and policymakers regarding global climate change, policy output and policy outcomes have differed significantly between nations, resulting in both net reductions and increases of greenhouse gas emissions for given nations. This study seeks to examine how social mobilization around the issue affects policy change.
